Reservation of employees in 2026: how to pass an inspection
Resolution of the Cabinet of Ministers No. 862 of 1 July 2026, published on 3 July, changed the Procedure for the reservation of persons liable for military service and the rules for identifying critically important enterprises. For business this is no cosmetic amendment: it decides whether those who already hold a reservation will keep it.
What changed from 3 July
- The salary criterion has been raised: until 31 August 2026 it is UAH 21,617.50, and from 1 September 2026 it is already UAH 25,941 of average salary at the enterprise.
- The list of those the salary condition does not reach has been widened: distribution system operators, coal mining and coal processing enterprises, certain energy companies.
- A criticality criterion has been added for those performing IT contracts of the Ministry of Defence: the creation, the modernisation and the administration of the relevant systems.
- The restriction under which an application to cancel a reservation could be filed no more often than once every five calendar days has been abolished.
Important. Documents confirming criticality are filed with the competent authority by 10 August 2026. An enterprise that files them on time and meets the salary criterion keeps its criticality decision until the end of the term for which it was granted.
How to pass an inspection, step by step
Find the date of your own decision. Check the day until which the criticality decision for your enterprise is valid and whether it falls under the automatic extension.
Count the average salary. Count it for the period the authority will check, and check the September figure separately: an enterprise that passed under the old threshold may fail under the new one.
File the documents by 10 August. A missed deadline is not a fine, it is the loss of the status, and with it the reservation of every reserved employee.
Put the lists in order. The data on reserved employees has to match the records held by the military commissariat and in Reserv+, otherwise the reservation of an employee will not be confirmed during a check of documents.
What this means for business
Reservation has stopped being a one-off procedure and has become a state that an enterprise confirms again and again. The most expensive mistake here is not a refusal by the authority but a missed deadline: the status cannot be restored retroactively, and the employees are left without a reservation from the next day.
