What the webinar is about

The event is organised jointly with the Federation of Employers of Ukraine (FEU), a national organisation representing the interests of more than 3,000 enterprises across Ukraine.

A "defence check-up": an express audit of one defence contract (for builders, of the works contract and the cost estimate) with a written risk map and a list of the documents that have to be created or corrected. An NDA is signed before the documents are handed over.

How to obtain the service: after the webinar leave a request through the FEU or write to [email protected] marking it "FEU" and naming the webinar. The service is provided to FEU members free of charge, in the scope set out in the programme, with an NDA signed where needed.

The webinar is for you if at least one of these is your question

  • You make or supply weapons, ammunition, drones, electronic warfare equipment, kit, food, fuel or vehicles for the defence forces.

  • You hold contracts with the Ministry of Defence, the State Logistics Operator, the Defence Procurement Agency or the Ministry of Strategic Industries, or you work as a subcontractor in defence chains.

  • Your construction company builds fortifications, shelters and protective structures or restores defence infrastructure with public money.

  • You are planning to enter the defence market and want to go into it with your protection properly built.

  • Your defence contract is already being checked by the State Audit Service, or the National Anti-Corruption Bureau, the State Bureau of Investigation or the Security Service of Ukraine are taking an interest in you.

Programme

  1. The legal framework of defence procurement in 2026: closed and open procedures, DOT-Chain, contracting with the Defence Procurement Agency and the State Logistics Operator, the restricted information stamp in the document flow of a supplier.

  2. Pricing as the main zone of risk: the calculation, the profitability cap, "an inflated price" as seen by the National Anti-Corruption Bureau and the State Bureau of Investigation, recording that the price was a market one at the moment of signing.

  3. Localisation and the origin of the goods, liability for the chain of subcontractors.

  4. Who checks what: the State Audit Service, the National Anti-Corruption Bureau and the Specialised Anti-Corruption Prosecutor's Office, the State Bureau of Investigation, the Security Service of Ukraine, the internal audit of the Ministry of Defence.

  5. Missed deadlines and quality: when a delay is classified under the wartime articles, complaints about defects, force majeure in wartime.

  6. Fortifications and shelters: the KB-2v and KB-3 acts as evidence, recording hidden works, the risks of subcontracting.

  7. The anti-corruption compliance of a supplier and the sequence of steps during an inspection or a search.
