  1. State contracts as the largest category of cases at the State Bureau of Investigation and the National Police: billions of hryvnias of loss in the first months of 2026 alone.

  2. The typical narratives: the director knew that the cost exceeded average market prices but signed the documents (Article 364), the contractor submitted inflated calculations and the official approved them (part 5 of Article 191).

  3. How the "average market price" is fixed after the event: expert examinations, monitoring, and why they are open to challenge.

  4. Why a signature on an act is the main piece of evidence and who answers in the chain of approvals.

  5. A documentary file showing the price was a market one at the moment of the deal: commercial offers, analysis of the market, justifications, price information certificates.
